Meet Joyce

Joyce Aguirre is an urban planner with 4 years of experience in strategic urban project and policy development. Through her demonstrated leadership in the field, she was recognized as one of the 50 Urban Women Leaders by Mujeres en Movimiento, Women Mobilize Women, and the Transformative Urban Mobility Initiative in 2021. Starting in February 2024, she is taking on the role of a consultant in stedsutvikling for Fabric+.

Previously a senior associate at the Philippine Department of Transportation's Road and Transport Infrastructure Office, Joyce led autonomous project teams working on diverse initiatives, such as pedestrian infrastructure, integrated terminal exchange, automatic fare collection systems, intelligent transport, and road safety, among others (primarily in Manila and other metropolitan regions). This wide-ranging exposure gave her extensive experience in project development in the public sector, encompassing the handling of locally-funded and foreign-assisted projects, official development assistance efforts, public-private partnership initiatives, and international cooperation matters.

Throughout her professional journey, Joyce has shared her expertise in various talks and lectures, spanning topics such as transportation, mobility, public spaces, green areas, and smart cities. She has also represented her former organizations in speaking engagements with international partners. In addition to being recognized as an Urban Woman Leader in 2021, she also became one of the annual Laurent Dauby Awardees in 2023 (Union Internationale des Transports Publics).

Joyce completed her Master of Public Management on a full scholarship at the KDI School of Public Policy and Management in South Korea, where she was awarded summa cum laude in 2021. She pursued both her bachelor's degree and graduate diploma in the Philippines. She earned a Bachelor of Landscape Architecture at the University of the Philippines, where she graduated cum laude and Best in Design, and then continued further education in Urban and Regional Planning from the same university.
